Purchasing process

At SNCB, all purchases are made in accordance with the law governing public procurement. The basic principles are:

  • Transparency
  • Equality
  • Competition
  • Proportionality

A full purchasing process includes the following stages:

  • Contracting process: There is a negotiated procedure for the overwhelming majority of procurement files. In fact, there are two options:
    • With call for competition: these files are published in the Belgian official journal and in the Official Journal of the European Communities. Candidates are selected based upon selection criteria set out in the publication.
    • Without call for competition: SNCB itself selects the candidates, who shall be sent the special specifications.
  • Special specifications: a set of special specifications includes 2 parts:
    • The administrative component: this includes all the general provisions that apply to the present contract.
    • The technical component: this sets out the supply or the service being procured.
  • Evaluation of the bids: the bids are evaluated based upon award criteria set out in the special specifications. SNCB is able to decide to negotiate only with the highest-ranked bidders.
  • Award: the contract is awarded to the bidder that best meets the award criteria (where applicable, after negotiations).

Throughout the whole of the contract consultation process, all communication between candidates/bidders and SNCB is only exchanged via the purchasing department. The contact details of the purchaser always appear in the publication notice and in the special specifications.

Throughout the performance of the contract, the leading official constitutes the tenderer's main point of contact.
